The Jetty shall be operable as an independent functional unit with full compliments of a well experienced Jetty Operations Manager, expatriate or Nigerian responsible for loading and unloading petroleum products. The design of Jetty shall be developed to meet OCIMF requirements for reliable and safe product loading and unloading facilities. Responsibility for marine berthing and mooring/unmooring operations with vessels is technically with NPA by law, however adequate provision shall be made for local backup facilities and personnel to ensure smooth and steady operation.
Working Process
Product vessels will be moored at the Jetty berthing platform with assistance of tug boats. Berthing / mooring of tugboats, service boats and barges is foreseen at the opposite side of the berth for product vessels. The responsibility for the moored vessel will be handed over from NPA to WAPSCO for performing the loading and unloading operations in conjunction with the tanker ’s captain. Communication between Depot control room and Jetty office will be performed by VHF base radio system. VHF radio system will be supported by hand -held radios and loudspeakers (on the platform) to realise communication to berthing platform /tanker. In addition an intercom system with two dedicated telephone lines between Jetty and Depot Control Room shall be installed.

The tanker will be connected to the Jetty by loading arms. Operation of loading arms at the Jetty is foreseen to be manual. Unloading of products to the tank farm shall be performed by tanker pumps only. The Depot operator will select the tank to be filled and set the valves accordingly. He will then inform the berth master or the respective person in charge to notify the tanker captain that the Depot is ready to receive products. Upon positive result of products quality investigation the tanker captain will be notified to commence unloading. Before commencement of unloading operation the loading arms shall be filled with product.
